What is the best heat sink under 30$ I hear the 212 are really good but they have issues with the memory slots. My case can fit 160mm and I will be using 4 corsair vengences (the ones with the heatsinks)

Then I think you're out of luck unless you don't need a cooler with high performance... How about taking the heatsink off one of your Vengeance bars?

I looked at that one and other water cooling, there are some downsides to them, most importantly for me: life, so I am just sticking to air.
