Crossfire 7970's is better really. JackNaylorPE is right that a fix for the micro stutters is coming soon. You could always buy one 7970 though and buy the second in a month when the fix comes out.
Either of the AMD options, the 7990 or crossfire 7970's will easily beat the Titan by a long shot.
The only other option you may want to consider is waiting, as the new AMD 8000 series are probably going to be out at the end of this year.

Yes 770s do perform better, and the performance per price is better. Your overall price will be $140 higher once you buy two but they are newer and will last longer.
That would be better unless you want to wait and see if AMD's next series is even better performance for the cost.

Right now I would either look at the GTX780, GTX770 SLI or maybe one 7970.
I keep hearing horror stories so I cannot say I recommend crossfire until AMD gets it fixed.
(note that I am not a nvidia fanboy)
