Testing GPU fan?

I purchased the Asus GeForce GTX 580 DirectCU II NVIDIA graphics card a little over two years ago. I gamed with it for several months before life got in the way and I had to stop gaming. Now I'm looking to start up again.. the fans aren't working on it. Is there a way I can specifically test them? I have run several tests of which I forget the names but the card heats up 90 without the fans cutting in.

Fans are connected to white connector on the end of the card, opposite to pci-e power connectors.
Using multimeter, check fans circuit for continuity. Traditionally the yellow wire is +12V and black one is GND.
You can also test connector itself. Check if it provides voltage (again test pins where yellow and black wires are connected).

You can also connect appropriate wires of GPU fan plug to PSU molex or fan connector to see if it works. Again yellow to yellow, black to black.

Make sure the cable towards the rear is fully seated, would be odd if both fans failed though. Make sure you don't have anything setting a custom fan profile.

Replacement fans are difficult to purchase, but you can contact ASUS and they will give you the part number to buy the fans directly through the ASUS e-store.

I happen to have two GTX580 DCUII heatsinks and fans sitting in a box if you need parts.

For a ridiculous replacement cooler you can check out the build in my signature, has some inbetween shots of me putting the Arctic Accelro Hybrid cooler onto them. I have a step by step up on newegg as well.

Couldn't get anyone to sell me Titan or GTX780 coolers at reasonable prices, that was plan A.

Some truly great suggestions here guys, thankyou very much. I moved slots in the computer and this seemed to fix the issue. Obviously that couldn't have been the actual issue but who knows..
