Is min. 1580+ rpm for cpu fan normal (for MSI G41M P33 combo board) ? I can't seem to slow fan speed

I have an Intel Quad core 8300 2.5 mhz cpu with this mb.

I'm trying to lower fan speed of cpu fan ....it runs incessantly at a minimum of 1581+ rpm no matter how cool. Is this normal behavior for this motherboard?

Is there a way to slow this down with some utility? The BIOS only allows me to set 1. CPU Smart Fan Target (which is a temp value??); and 2. CPU Min. Fan Speed (%).

Even if I set #2 to '0', it still always spins at least 1581+ rpm.

This fan makes a lot of noise. Thanks for any help.

Speedfan does not seem to support this board, I think.

The reason I posted this in motherboards section is because this particular mb has limited BIOS settings as far as I can tell; and therefore I'm looking for someone with experience with it (it is AMI bios).
