Can a CPU bottleneck RAM ?

I know odd question but lets say I have 16gb of ram in my laptop, I only have a quad-core . Will the quad-core crap out before I can even touch the 16gb of ram or are there things that eat up RAM but don't touch the cpu to much . It's a stupid question when I read it but yeah .

I'm going to be doing video-editing, so I would think more ram would be good .

Sorry if my wording is weird, but what I mean is that will the CPU slow-down before I can even use that amount of ram . Like all of my cores are clocked up and bottleneck but I'm only using 9 gigs of the ram .
 



the cpu shouldnt be bogged down by amount. what it controls more of is stability of clocks through its memory controller. Amount of ram is more of a mobo/operating system limitation. for example, 32 bit operating systems are stuck around 4gb ram generally.
