Best low cost PSU with best warranty

I am looking for the ideal power supply

My current system:

Gigabyte 990XA-UD3
2x 8GB ddr3 kingston xstream blue 1600 memory (16GB total currently)
AMD x6 1055T (95W version)
Nvidia Quadro 2000 (non externally powered)
2x ssd sata
2x hdd sata
1x dvd sata


I am not interested in coloured lights, it does not need to be modular, I am not concerned about how the thing looks at all or the cabling, I will not be over clocking, it just needs to be:

1. Very good at what it's made for, producing enough clean power, without too much variation in the output.

2. As Quiet as possible.

3. Lowest cost.

4. Longest warranty (therefore it probably has be made with the best components).

Future Upgrade path
I may at some point replace the CPU with an eight core, therefore CPU power requirements may increase (maybe 8350 chip). I may increase the ram to 32GB. I may at some point change the graphics card (less likely) although I am not a gamer I am 3D/VFX therefore I would be staying with Quadro cards, some of the higher end Quardro cards may require extra power, so the option of graphics power supply would be nice.

So maybe suggestions of a suitable PSU for my current set up and a separate one that takes into account my future upgraded requirements.

OK I only asked because there was one cheap on ebay stating it was faulty because the fan did not spin, thought it may not have been a fault
 


The power supply's fan should spin at 570 RPM when first turned on and reach a maximum of 1500 RPM when the PSU is at its full power draw.
