for cooling performace and OC performance, who is the better?

The Gigabyte variation will come out of the box with bit more juice (+12mhz base clock) which is something to consider but not much of a difference. The Windforce X3 cooler is known for it's excellent cooling but I'm not so sure about X2. Direct CU II is also a great cooler and much more aesthetically pleasing. Of course it also might depend on your sample, because not all cards are the same.
Both of them have nice custom coolers and also achieve similar temps.
I'd go for Asus just because it has the best reputation for quality and reliability.

GTX660 obviously- in some cases it is noticeably faster than GTX 650 Ti Boost. I have MSI gtx 660 which scores almost the same as Gigabyte version in all categories- and it is a very nice card. Fast, cool and power efficient.
