Windows unable to boot unless I underclock ram to 1333MHz.

My computer refuses to boot into Windows 7 (Ultimate, 64-bit) unless my RAM is severely underclocked to 1333 MHz. I can overclock everything fine, but I cant "neutral-clock" my ram to what it's designed to be set as.

PC Specs:
CPU: AMD FX-8350 Eight-Core Processor (8 CPUs), ~5.0GHz
RAM: Corsair Vengeance Pro RED 16GB (4x4GB) 1866MHz Dual Channel
MB: ASUS M5A97 R2.0
GPU: GALAXY GeForce GTX 560 Ti Superclocked 1GB GDDR5
PSU: Ultra 750W

I'm not sure if my motherboard is defective, my ram is defective, my hard drive is damaged, or windows is corrupt.

Yeah I had only 3 because the fan of my HSF is slightly sitting over the far left RAM slot. I just shoved the 4th one in there and everything is running smoothly.

The "tested latency" is 9-10-9-27. The SPD latency is 9-9-9-24.
Previously, the timing was 9-11-9-27. I then switched them to AUTO (for all 4; everything else was already on AUTO). I'll set it to 9-9-9-24 and test it, also 9-10-9-27.

I let you know if it works out.
