My computer refuses to boot into Windows 7 (Ultimate, 64-bit) unless my RAM is severely underclocked to 1333 MHz. I can overclock everything fine, but I cant "neutral-clock" my ram to what it's designed to be set as.

PSU: Ultra 750W
I'm not sure if my motherboard is defective, my ram is defective, my hard drive is damaged, or windows is corrupt.
