Is using a program to wipe a hard drive multiple times redundant. Say I found a software that only overwrites the data two times, can I keep using the program and make it harder to retrieve the old data or is it truly redundant.

Theoretically a single wipe should be enough, but you can do multiple passes if you want. Apparently, there are forensic machines that can retrieve wiped data, but I takes a long time to process. (I'm not fully informed of how and how long). But to another PC, it should be a blank disk.

Edit: CCleaner can do up to 35 passes if you want to be extreme, but this could take a very, very long time. http://www.piriform.com/ccleaner
