What is using my CPU?

Hi all,
when I boot my PC and check performance in task manager, CPU usage is usually 0-2%, hardly anything. After 10-15 mins it shows 25% on all 4 cores. If I reboot it goes back to very low. Task manager shows nothing running, applications or processes. Virus check and spybot find nothing. Is there a way to show what is using my resources?
Intel i5 3570 @ 3.4GHz, 16GB RAM, Radeon HD 7870 2GB, windows 7 64 bit.

Thanks Bejusek, I had to download a driver pack from MS. Since then the CPU has gone down to 1% again. I know that is just coincidence but I can't check unless it goes up again. Now at least I have some info and the tools to check it when it does. Thanks very much for your help. I'll update when\if I find anything.

I tried tracing the problem. What I found is, I use a Saitek gamepad for certain games. When I select a profile then press any button on the pad the CPU goes to 25%. I uninstalled the programming software for the pad and reinstalled it and the drivers, then set up a new profile. Exactly the same thing happens, press any button and 25% whether I play a game or not. The pad buttons are mapped to keyboard keys but the keyboard doesn't cause this problem. Any suggestions guys?
Oh, and if I select another profile the CPU goes back to normal until I press another button.
