I have a newly built computer but i forgot to check if the mobo supports the cpu. So now it doesn't turn on. How do i flash the mobo so that i can upgrade the BIOS to a higher version?

Presuming you mean you got a motherboard with a Sandy Bridge chipset and an Ivy Bridge cpu, and you've checked the manufacturer's website to make sure the motherboard has a BIOS update to support Ivy Bridge (I've read that there are some that don't offer such an update, but I don't know which ones), you can get the cheapest Sandy Bridge cpu you can find (at the moment, it looks like the cheapest on PCPartPicker is a Celeron G540 for $44.99) and use that to flash the BIOS.

i was thinking i could just return the mobo and get a new mobo that will support it. Do you have any suggestions on what motherboard i can get that will support this cpu? Also needs to be ddr3 from canada computers or tiger direct.

Unfortunately, no. As far as I can tell, there are no AMD 900-series-chipset motherboards with onboard video. If you want onboard video, I think you basically have two options:
1. See if you can find a new enough motherboard with a 700-series or 800-series onboard graphics chipset (e.g. 760G, 880GX) that already has the BIOS updated to support Piledriver cpus.
2. Get a different cpu, like maybe an AMD A6 or A8-series chip, and a motherboard to support it.
