Do 650w systems cost more than 550w?

Right, I might seem newby but does a 650w system cost more to run than a 550w if they were both using the same specs? For example, if the components only used like 400w, will the 650w cost more or something?

That only amounts to somewhere around 6 or slightly more Watts consumed by the 550W model at the AC wall outlet.
