Right, I might seem newby but does a 650w system cost more to run than a 550w if they were both using the same specs? For example, if the components only used like 400w, will the 650w cost more or something?

No, assuming both power supplies are equally efficient then they will only draw the power they need.

In some situations an inefficient 550 Watt PSU can be more expensive to run than a very efficient 650 Watt PSU when both have the same 400 Watt load.

You would need to specify the exact brand and model of the two PSUs to determine the correct answer for your situation.

If you're trying to compare the XFX Core Edition 550W model to the XFX Core Edition 650W model running on 120VAC input then the 650W model is actually more efficient (i.e. > 85%) at the 400 Watt load level than the 550W model (i.e. < 84%). That only amounts to somewhere around 6 or slightly more Watts consumed by the 550W model at the AC wall outlet.
