Laptops generally don't have SATA/power cables for HDDs, those are usually built in to the motherboard. What did you do to check the HDD? Usually if it takes that long, it's having trouble initializing something (probably HDD). Can you leave the HDD out of the laptop, reboot it and see how long it takes to reach the BIOS? If it's a lot faster and you're sure the HDD is fine, try resetting the BIOS by removing the big power battery, and the CMOS battery from the motherboard for about 30s. The battery is usually located under the keyboard. If that doesn't work, you may need to get the board replaced. Could try another HDD if you can get your hands on one, too.
