I have a computer that I bought from Dell, I have Completely redone it, everything besides the hard drive and the CPU is new and the hard drive recently failed on me, I want to know if there is and (legal) way to get win 7 back without buying a completely new disc.

Dell should be able to provide you with one of their Windows 7 DVDs which you would then use to reinstall on a new hard disk and using the Product Key which should be printed somewhere on the case.
Check there is a Microsoft Certificate of Authenticity before speaking to Dell because some laptop now come without one and Dell claims they don't have to provide one.
