when I turn on my dell it goes thru a loop. one screen shows the start in safe mode, normal mode etc. and other options, which I have tried all of these options, but the desktop never comes up. I finally got to the "Boot Device Menu" screen by tapping on the F12 key after pressing one of the options when "start Windows normally" mode option showed. Can anyone tell me what option I should use on the Boot Device menu to get the desktop back?

Welll, there can actually be a number of things wrong. its more than likely that the HDD (hard drive) has some how become corrupt. so your more than likely looking into a new hard drive. hopefully if you put a new HDD in and boot windows (or likewise OS) you can jump HDD's and retreive your data. (though with the files corrupt it is risky.)
The other thing that ive seen, is that the HDD was replaced with a brand new one, however over time it went back into a loop. that is undoubtedly a circuit failure. itd need to be looked at to be sure.
