I heard about something called XMP, but don't know how to access it. I can't find any tabs that let you change the memory speed. My sticks are supposed to be 1600, but they were at 1333 by default.

In your bios, go to oc tweaker. I have mine set as follows;
Load XMP Setting - Auto
DRAM Reference Clock - Auto
DRAM Frequency - DDR3-1600
