If your motherboard and Case has the space get a better aftermarket cooler. I would only use the stock cooler only when the CPU is like the Pentium G2020 or the Core i3 . I just do not prefer stock fans with an AMD CPU, not because the AMD coolers are bad, believe me they are way better than the Intel stock coolers.

Yes, when the processor goes too hot then it degrades its performance as a precaution to make the CPU cool otherwise it would get damage and die. That is the reason why you are getting insane dip in clock speeds and performance. Also if the CPU runs hotter for much longer, it may affect the lifespan of the CPU.
Just get a better cooling solution and then you are good to go.
May i know which Motherboard, Case and RAM are you having, as it is required to determine the best cooler considering the space available. Since RAMs with huge heatsinks might come in way of aftermarket cooler sometimes hence it is important to know that.
yes i have a msi 760gm-p23 mobo i'm not sure what ram it doesn't say and a ezcoo na-75 case also i just checked my cpu temp and it's 36'c and so around 90f is that hot for a cpu?
The CPU temperatures should be measured when the CPU is in full load, as for the CPU temperatures you have reported, i am sure that it is under idle, measure the temperature while gaming, as that is what matters the most since that is the time when the CPU is at it's hottest temperature (mostly).
Some ways to get CPU temperatures down are:
1. Maintain proper airflow in the Case : If you do not have much fresh air coming in and much hot air going out in the case then chances are that your CPU would run hotter as it is not getting the fresh air it needs to coolit down.
2. Good Cable Management : Check that if the wires are not coming in the path of any cooler, whether it be the cooler in the case or the cooler of the CPU.
3. Clean the dust : Most of the times dust is the thing that is responsible for overheating. It blocks the air flow and also hinders the working efficiency of computer parts. It is better to regularly clean the dust. There are many articles on the Internet that might help.
4. Get a better CPU cooler : This is something that helps the most. Get a better CPU cooler, something like a Cooler Master Hyper 212 Plus which is compact but goods good cooling performance. Also getting a water cooler like the Corsair H80i is a very good option as it makes the CPU run extremely cooler.
5. Is the Case / Cabinet kept at the right place : Some people keep their Case / Cabinet along the wall which does not let any air to get in or out comfortably and it causes much more overheating. This is also one of the most common mistrake people do.
