Need help solving some performance issues

Specs: AMD FX-4100
Radeon HD7770
8GB RAM
I believe the PSU is 700w

I've noticed a severe drop in gaming performance on my new computer (first got it in Feburary, brand new) within the past few months. I was able to run games like Sleeping Dogs, Saints Row the Third almost maxed out, and I could run FarCry 3 at high settings (at 1080p) with virtually no issues. Then, even at low settings (at 1080p) the games are stuttery and bothersome. I'm looking to upgrade soon, and am not sure whether to upgrade the CPU or GPU. Iwould like to know if I have a bottleneck and if there are any possible solutions to my current issue, as the performance was not always as bad as it currently is. If any further information is needed, I will try my best to provide it.

Also, I was planning on upgrading the GPU to a 7870 but would take suggestions on the CPU as, if it is indeed the bottleneck, I am not quite sure what a good upgrade would be. I have a $250 budget.

If you have a drop in performance then your issue has to be software .

Have you tried clearing out the graphics drivers and reinstalling the latest versions?

Have you tried uninstalling and reinstalling the games themselves?

Id upgrade the GPU for graphically intensive games like BF3 and Crysis 3

Thanks for these solutions, and I've tried neither though I have made sure to keep my drivers up to date.
