4770k + noctua d14 heating issue

Hi all, I've searched everywhere on the net and can't find any simple answers.

Here's the set up;
4770k @ 4.7ghz w/ 1.31v = 70 to 80*C
asus sabertooth
noctua d14
prime95
room temp = 10 to 15*C

This is my first 'real' HSF
Question:
Is it normal for my heatsink to be at around 25*C only?? I've stuck my MBs temperature probes randomly along the heatsink and I can touch it without feeling any heat anywhere.

From what I vaguely recall from school, the heatsink should be similar temperature to the cpu so that the huge fans can dissipate the heat?

I understand that my cpu isn't overheating. My concern isn't the cpu, it is the efficiency of the heatsink, ie the thermal dynamic reasoning to why my heatsink fins are so low in temperature.
