Will there be a GTX 760Ti?

Will there be a 760Ti: Undoubtedly.
Will it be out this month: Nobody but Nvidia knows, and the rumour mill hasnt said much about the remaining 700 series cards (except that below the 760 might not happen at all).
Will it be better then a 670: My guess it will be the same or slightly better. Nvidia have got themselves in an awkward position of using the same GPU across all its high end cards (except the 780). The 760Ti and 770 could find itself in the same position the 670-680 found itself in last gen where they were pretty much identical except for some CUDA cores.

hey dude . a small doubt here. they have already released GTX760 rite ? they are gonna release gtx 760 TI also ? wat wud be the difference?

Unless Nvidia are going to break tradition and leave a hole in their product lineup at the $300 price-point, there will be a 760Ti. Most people buy a graphics card at the $200-300 range, Nvidia would be foolish not to release a card there.
I also wonder what will differentiate it from the 760. With the 660 and 660Ti it was a different GPU, but considering the 760 and 770 both use the GK104 GPU then that's unlikely. Given both cards also use a 256bit memory bus and 2GB of VRAM, I doubt that's going to change either.
My guess, the 760 uses a GK104 chip with two of its eight SMX cores disabled, the 770 has all of them. I would think that the 760Ti would have either one disabled and just clocked lower at stock. Or we see a similar situation we found last gen between the 670 and 680, where there basically is no difference between them except clock speeds and CUDA cores.

so that means i can buy a 760 now for $260 bcos there wont be much of a difference between the 760 n 760 TI rite ?? and i cant afford more than 270$ so if u can suggest me some other graphic card which beats the 760 in this price range then ur effort is appreciated . thank you in advance

This is just me guessing and postulating here, there could be a significant difference between them just in a way that I haven't anticipated.
At the $250 price point, your options are a 760, a 7870 or if you get lucky a cheap 7950.
So in realistic terms, your looking between a 7870 and 760.
Right now (because who knows if AMD pulls another 12.11 out out nowhere) the 760 is the superior buy, unless AMD's Never Settle bundle is enough of a lure for you to overlook the ~18% gap in performance between the two.

Even looking at the odd-ball option of a Tahiti based 7870 (basically the GPU of a 7950 with the memory setup of a 7870), your still going to be trailing the 760 by ~10% at my guess.

according to the records there 760 is much almost better in everything if we consider the price of 7950 . so i think i will get a 760 instead of 7950 ? wat say ?

Well if you can only spend ~$250, a 7950 isn't even an option unless you can nail one going for cheap.
Right now, there isnt any reason for me to recommend a 7870 over a 760, unless the aforementioned Never Settle bundle appeals to you that much.

ohhh u mean a 7950 is much better than 760 ?? like ookay lets keep the cost aside in general stock performance ?

According to those numbers I linked before, no it isn't.
Though after overclocking and/or if you were to put it in a scenario where that extra GB of VRAM will be needed (Crysis 3 I know can breach 2GB at 1080P) then I can see it eking out an advantage.
In terms of compute or OpenCL performance it (well, most of the 7000 series) blows anything Nvidia offer (except for the Titan) out of the water, but that's only really applicable if you were Folding@Home or Bit/Litecoin mining.
