MSI z87-g65 gaming won't post with sapphire hd7950. Debug LED '94'

Hi,

I've built half a dozen or more pc's, but this is the first that has given me trouble in a while. I hope ya'll can help and thanks in advance for your time.

I've got:


  • intel i7 4770k
    MSI Z87-GD65 Gaming LGA 1150
    Patriot Viper 3 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600
    SAPPHIRE 100352-3L Radeon HD 7950
    SeaSonic SSR-650RM 650W ATX12V / EPS12V
    Samsung 840
    Seagate 1tb
    asus 24x cd/dvd
    Corsair graphite 600T

Scenario 1 No graphics card present, using VGA integrated from the mobo:
pc boots, 16gb of ram checks out, can get to bios, could begin installing windows if I wanted to

Scenario 2 With graphics card :
pc turns on, but does not post. Fans are running, but it either shuts itself down after a few seconds - OR - sits there with debug led "94" which I gather is either pci-e related or display related (either way related to the 7950).
The card is running - fans spinning.

Measures taken so far:
While using integrated graphics I checked in the BIOS - default display is set to [PEG]
Various ram in, ram out configurations to see if the ram was an issue (earlier before I figured out the error code)
I attempted to slot the 7950 into my current PC to test it, but it's too frigging big and hit the frame, would not seat.

Questions:
How do I know if I should RMA the video card? Is the fact that its fans are spinning a sign that it should be OK?
After I attempt to start the pc with the video card in, the next time I attempt to start it up the power button has no effect. I have to remove the card in order for it to start. Might this point to a bad PSU or Motherboard instead? Or maybe a crossed wire.

@smeezekitty - I updated to the latest bios, thanks.
@Tradesman1 - The card takes 2 2x6 cords. I had been using a built in 2x6 pcie power cord plus a molex -> 2x6 power cord. I got rid of the molex and plugged in a new 2x6 pcie power cable. This had no effect (card is still on but not displaying)
I had already set the pci display as default, using "settings- integrated graphics configuration - initiate graphics adapter to "PEG".
It depends on a few things, but sometimes the pc will start up and shut down. Sometimes it will start up and stay on until I power it down. Only when I remove the card completely does it actually let me get to the BIOS.

After one reboot, the display remained black, and debug led's read "AE" (ready to boot).
I reset the CMOS and the debug led's read "d6"

I am going to try to reseat it a few more times, and exchange some more power cords. I have plenty of room on the psu to see if fresh power is the issue.

Can I add this thought I have just bought this graphics card it was going back to Amazon I WAS SURE IT was the graphics card my pc boots but I get no post screen I have another very low end INTEL pc with 500 watt power ect rubbish speed I would have put my house against this old pc not working with this card Guess what The bloody card works in this pc so its NOT the card I suspect the msi motherboard Dave
