GPU Fan on full speed, and no display

Hey guys I was just playing Mass Effect on a fairly recent PC build the other day and it just randomly shut down, or appeared to at least, my monitor is working fine but just stopped registering it, and my GPU fan will not stop going full speed. After turning on the system I get 4 beeps, I haven't looked yet to see what this means, but I'm not sure if that has anything to do with it. I have a gtx 660, a 600w power supply, an AMD FX-8350, 16gb Corsair Vengeance, and a 1 tb Seagate Barracuda. Any help is appreciated, thank you.

Before I bother probing you with questions, I'll ask just one. Is the GPU properly and completely seated in the motherboard? Press down on it to be sure.

Yes, yes it is, everything is seated properly.
