Would a setup of this kind be good for a amateur in overclocking?

Hey. I have recently built my first desktop computer with decent components and after that I have also gained more interest related to testing the limits of computers, so I decided to do some googling and found out somehow decent components that should be easy to overclock, so far I have found an AMD Sempron 145, with factory frequency of 2.8 Ghz, which seems to be fine for a amateur setup, and an ASRock N68-VS3, atleast the official ASRock website description and tech specs. seemed very good for this build, also a Cooler Master Elite 341 micro-ATX case for it, which seems great. As I have a budget of about 150 to 200 euros, these 3 components would cost about 106 euros. I have not included a hard drive (SSD would become too expensive), memories and a pretty cheap graphics card which I can buy near me for about 20-30 euros. CD/DVD is not required at the moment expect for OS probably, which I also need unless I install the OS from a USB or something :S
I can almost surely get the memory from the same shop as the graphics card for pretty cheap, so it would not be the budget-breaker this time. I also could use an old hard drive from a previous laptop with a 2,5" to 3,5" adapter which I should have, or again the same shop :) I should also get a decent power supply, choosing that would probably need some help from the community, aka you all behind the screens :) because I dont have much knowledge of calculating how much I need for this, that should not be very expensive either, depending on the power required of course. I am probably planning to keep the case open at all times the system is at use and get a high level fan, and also keep it in a bit colder place, so it doesnt burn :) So if you, the community, would help me and maybe remind if I have forgotten something important, and give me some tips or upgrade suggestions, if you do, I am not going to order from Ebay so prefer Amazon and such sites if possible :)
EDIT: Anyone have experience of using open-source OSes while overclocking, eg. variety of Linux distros, or should I get Windows?

50-100e for a PSU - RAM - GPU - Fans - CPU Cooler for OC ?

dont hate on me but this seems a little bit impossible.

if you would like to overclock you would have to "spend" 30-100€ on an CPU cooler, atleast an 80€ for a motherboard with some overclocking potential, reliable PSU around 40-60€
sorry, this is just my "vision". :/
