Solution
The more expensive motherboards have higher quality components, redundancy, additional circuits for power conditioning, and a whole host of other features that can have an impact on an overclock. However, the biggest factors are still the chip itself and cooling. Higher the voltage the warmer it gets, but the higher you can set the clock. At the peak of both those more expensive motherboards might let it be stable at that point, whereas a cheaper board would not.

Enthusiast motherboard BIOSs also have added features such as more fine voltage control and other settings that make achieving an overclock easier, or possible.
