I use 2 Radeon 7950 graphics cards, and when I enable crossfire mode, one of the cards seems to stop running, like the fans shut off and it just sits there, is that becuase I am not using more than 100% of one of the cards and the 2nd one wont kick on until I do?

To check if crossfire runs properly you can run a benchmark like Unigine Heaven with crossfire off and crossfire on and compare results.

Its fine! Its called ZeroCore, a special AMD technology that turns off the second GPU in order to save power in crossfire configurations. You generally can't overclock with ZeroCore -- The system tries to apply clocks to a card that is off, and then the system crashes. You'll have to turn off ZeroCore to overclock with a crossfired system -- it involves changing registry files and is very easy and hard to mess up if you follow the guide 100%.
