Which fan in front and rear?

Currently I have my Cooler Master Blade Master 120mm in the rear as an exhaust. In the front I have a Sickle Flow 120mm fan. I'm wondering if I should swap the two. I want to improve my GPU and CPU cooling by pushing more cool air in. I also have a side fan that blows air onto the GPU.

The other concern is..will the BM cable reach the mobo? If not then I have to plug it into PSU cord and it'll run fast all the time. (too loud)

Any thoughts? I ask this cuz I live in Taiwan and the days get to 33C. So, when gaming with AC on, I still reach CPU 64C and GPU 74C. I know that's fine, but I'd like them to run cooler.

Yes, it will run on max. If you have $20 to spare, you can get extenders (if necessary) and a fan controller...

The difference that it will make is negligible. In a GPU, the fan in it takes care of the cooling. All you need to worry about is hot air in your case, which might affect temps of things like the motherboard, which aren't separately cooled. The same thing holds true for the CPU.

I didn't know they existed. Although, I don't like to use any cable other than what comes out of a device. Although fans only use 2W so what's the worst that could happen.

Any good quiet recommendations for 1500rpm range? So far I'm thinkng Scythe Gentle Typhoon (AP-14). Locally the AP-14 retails for $22 USD and AP-31 for $25. Seems a little pricey. I'd prefer $15 or less.

If I plug a fan that is adjustable, say 900-1500rpm. If I plug it into the PSU cord will it run on max? I'm guessing yes, that's why I'm leaning towards a fan that runs a 1500+-10% rpm.

Yes, it will run on max. If you have $20 to spare, you can get extenders (if necessary) and a fan controller, which can allow you to manually control any and all fan speeds with the flick of a finger. However, this is unnecessary, and if you're fine with fans running on high all the time, then don't bother with the controller.
