USB HDD Auto Power Down Device

I have an external USB HDD that requires a little more power than the USB bus can supply on a device. The drive works fine on other devices. I want the HDD to shut down when I turn the device off. I only have one USB port to work with so a Y adapter will not work. If I plug an external power supply into the enclosure it works fine (the external power supply is required on no other devices that I have used this drive with) but the HDD stays spinning when the device is turned off which is not good for the life of the HDD. I have searched the internet for a powered hub that turns off when the host turns off but have been unable to find one. I have also tried to find for lack of a better term a USB power supply. Something like e.g. you plug the USB cord from the host device into some sort of switching power adapter that also outputs USB data. So the device would have an input for USB from the host device and an input for 5V 2A or 1A it would pass the 5V 1 or 2A and data to the peripheral device in this case an external HDD but it would only allow 500mA and data to go back to the host device. Then a relay or something like that inside this “USB switching power supply device” would sense when the host device was shut off (because of a loss of power from the 5V USB Port) and shut off the extra 1 or 2 amps of power going to the HDD shutting down the HDD. Does anyone know of anything like this that exists and if so what is it called so that I can find it.

That is what I was thinking since I couldn't find anything. I would think that something like this would be great for higher draw devices. it is similar to the power adapter that came with Microsoft's Kinect except it inputted 12 V.
