Intel released Pentium Dual-Core E6500K with unlocked multiplier 4-5 years ago what do you think about that Intel will do it again?

Not likely because from a business point of view doing so could mean the unlocked "bargain" CPU could cannibalize higher value CPUs, thus cutting into Intel's revenues.
