I would love to play Simcity 5 but I'm not sure if my PC can take it even at the lowest settings.

Here are my specs:

OS: Windows XP Home Edition SP3
Motherboard: MSI k9n6pgm2-v2
CPU: AMD Sempron le-1250
RAM: 1GB DDR2 PC2-5300 (can take 8GB)
GPU: nvidia geforce 6200 (not sure if it has turbocache or not)
Power Supply: 400w
HDD: 230GB

Thanks in advance!

I am sorry but it cannot even play it at the lowest possible settings. Better get a new PC as that is too old to even be upgraded.

Better get a new gaming PC. Decent gaming PC's can be nowadays had for less than 300 dollars thanks to AMD APU's
