Custom Cooling Loop PLEASE HELP :)

Can someone please recommend me a custom cooling loop that is the ABSOLUTE best (one exception: must be under 800 dollars) that a TOTAL noob can assemble safely. And one of the EXACT same thing, except that my budget is 500 dollars. And another one of the EXACT same thing, except here my budget is 300 dollars. :) Thanks in advance :)

Must cool CPU
Must cool GPU

If it's your first time I would hold off on going with a full liquid loop. Go with something like a Swiftech Edge H220 to start with. It's a simple two fan radiator and one end connects to the CPU. Unlike most closed radiators though it can also connect through one or more GPUs and it's only like $150.

There is a bridge that supports that but DO NOT BUY 4 GTX TITANS That will LOWER the preformance and there really is no point.
