My PC is having trouble turning on. Whenever I switch on the power the fans start spinning and then stop. I have already tried the following:
PSU test: On looking through the internet I realized a PSU test is the first thing I need to do in this case. I tried the paperclip test (shorting the green and black wire and turning on the power) and it seems to be working fine (the fan spins). So this does not look to be the issue.
Jumper reset: I tried shorting the two pins using the jumper. No luck here as well.
Reinstalling the CPU: I also removed the CPU and re installed it. But nothing seems to have changed.
Trying with one RAM stick: This does not work either.
I am guessing it mostly an issue with my board. Please help me fix this!!

CPU: AMD Phenom II 1090T
PSU: Corsair VX 550
Graphics: Radeon 6870
RAM: Corsair XMS3 2X2GB
