There are a few theoretical calculations that could be made:
operations per second
CPU GHz
frame rate at specific detail levels within the same game
synthesized benchmarks
hard drive space
RAM

Doubtful he has looked into all that, so see the first line in my comment.

Solution
Well that can me just about anything in a computer. The typical things that describe a computers "Power" is
1: Cpu(Cores + Speeds)
2: Ram (Not as much so, dosent actually effect performance)
3: Gpu
But there is so much more that can affect it too.
So if someone claims its 4x better, ask them in what way, if they say everything, for example, that would mean that if you had a dual core at 1GHz they would have an octa core at 4GHz. Same for graphics cards, you have 1Gb DDR5 then they have 4 GB DDR5. Most of those claims are just false info going to their head thinking theirs is the best.
