Low gpu usage on gtx 780 + sli not scaling

So I just put in my gtx 780 sli and I noticed it only uses 60% usage max when playing world of warcraft even with kboost enabled (don't have anything else to test atm).
When I turn on sli both cards remain in the 50% usage area and the fps does not change in any way.
Sli is literally not making any difference in fps at all.
I tried reinstalling divers but it didn't help.
I noticed on online benchmarks that 1 gtx 780 should get around 130 fps on one monitor with one card and 190 fps with two cards in world of warcraft. I'm getting 80 fps with no AA using either 1 or 2 cards. Even when I overclock them to +135 gpu clock offset and +593 memory offset.

Possible CPU bottleneck, too high power requirement or some sort of issue with one of the cards or even your motherboard. Try the cards one at a time. Don't just disable SLI from Windows. You must physically remove one of the cards and see how they both do individually.

There's switches to disable pci slots on my motherboard. I tried disabling the cards but they always read 40-50% usage.

ga-z87x-oc mobo
780 sli
4770k @4.5ghz
8gb ram.
@hizodge does it really make a difference if I take it out or turn the switch? The switch is there for the specific purpose so you don't have to take your gpus out of the motherboard.

Not necessarily. However, those switches are used to identify malfunctional GPUs or expansion lane devices that might interfere with extreme FSB overclocks. This gives us a hunch of the problem at best. And what if the problem is in the power supply or the motherboard itself? Better safe than sorry.

It's not that much work unless you've connected them to a water loop without fully testing them first which would be an incredibly bad idea.

Have you tested this in other games to see if its just WoW or SLI?

I don't really have any other games to test right now but my last rig had a gtx 680 that had 99% gpu usage when I played WoW and it gave me the same fps in 1080p as I'm getting with the 780. I did however run at almost 6k resolution normally with my 680 and I'm only running at 1080p atm, if that has anything to do with it.

Have you:

Updated you motherboard BIOS to a post GTX 780 release?
Set a too idealistic temperature limit in your RivaTuner variant (check defaults too)
Tested this in other, more GPU demanding games or applications? (Furmark, benchmarks, any demading DX11 title)
Set an FPS limiter either ingame, Nvidia Control Panel, your RivaTuner variant, other programs... (check Vsync settings too)

If no, no, no and no, can you give us roughly your:

CPU Usage (are all cores utilized?)
CPU Temperature
System memory Usage
GPU Usage #0 / #1
GPU Temperature #0 / #1

All while you're running into this issue.

Only 4 cores are being used and they rarely go over 50%. Sometimes a core or 2 will go around 80% when I'm fighting but they never touch 100% unless I'm live streaming.
Cpu temperature hovers around 20-30c unless I'm streaming then it goes to 60-70.

Memory usage is 37%

I turned off kboost after realizing that it doesn't give any performance boost so gpu usage on both gpus is at a stable 27%.
Top gpu is at 39c and bottom is at 30c.

I just tried stress testing my gpus with aida64 and heaven and my gpus stayed ay 70%ish during the testing even when I pushed it as far as the settings allowed. There must be something wrong.

i got wow runing on 4 titans sli at 4800x2560

no problem at all , all GPU loads are healthy with 4 way and 3 way

but im getting this 30 fps cap and low GPU on other games like metro last light , rift , company of heroes

there is no way its my CPU ( 3960x at 4.8 HZ) , on asrock extreme 11 x79 where all pcix run at 16x.

and yes adaptive vsync fix it for some games

but still low GPU usage
