Does the XSPC Razor GTX Titan VGA Block-Reference Design cool the VRM and VRAM also? PLEASE HELP, and tell me if getting the backplate will make a difference. THX in advance :)

Yes. The ones that coole only the GPU-core look like processor blocks; this one is large enough that you can tell it covers the whole card. Getting the backplate makes no difference; it is solely for looks.
