0xc0000034 error. Cannot read Windows Cd

I had an issue with an emulator forcing me to reformat. I had a power outage while I was reformatting and now just receive the error message. I would like to reformat the drive and start over but I cannot. I can't even access my BIOS. I am open to any theories to solve this problem.
 


Yes, it is a stand alone Operating System (Linux, Debian I believe) that boots from CD-R or bootable USB.
It loads a GUI and is much more user friendly than FDISK or DISKPART is.

Most of them even bundle TestDisk, which makes them almost idiot proof.

I was able to solve the issue by disconnecting the hard drive to get to my BIOS. I had it boot from the CD and was able to reset everything, reformat, and get a clean install of Windows 7.
