1.73GHz running at 798MHz

I have am Intel(R) Pentium(R) M Processor 1.73GHz, but lately it's been running at 798MHz or less. Is there any way I can get it back to 1.73Ghz? I've been struggling with this for awhile but haven't been able to find a solution. Any ideas?

Edit- I know that the processor slows down to minimize energy use, however I'm not terribly concerned about that. When I run CPU intensive programs it remains at 798MHz instead of increasing the processing power as needed.

Modern CPUs are designed to throttle down frequency when not needed to minimize power consumption.

How would I go about doing this? I'm using Windows XP if that helps at all.

Steps 1 through 5.

High Performance should be one of the default selections, you can also make a custom scheme if you want.

you hope you are not on a laptop, because turning the power mode to high performance can shorten your battery life. also i really think it is not worth turning to high performance even if you are on a desktop, i doubt it will increase your PC speed by noticeable margin. Of course, the choice is yours.
you should be able to find power settings in the control panel.

I looked in the control panel for a "Performance and Maintenance" icon, but there was none. There was the Power Options icon, but scheme options for that include Max Battery, Presentation, Home/Office Desk, Portable/Laptop, etc. Nothing really mentioned performance. I understand setting it to max performance would increase the heat of my cpu, but I'm just trying to get a make this work for me until I'm done building my new rig. I've tried using a program that would max throttle my cpu, called SpeedSwitch Xp, but it hasn't actually increased the frequency to 1.73GHz. I appreciate the help so far, but I'm still lost.
