I want to split a movie so I can upload to youtube, its over 15 minutes. I select part of it and cut or copy, open a new project and paste. All I get is that sound windows makes when there's an error and the paste button is no longer clickable.

Windows Movie Maker?

The function you're looking for is Trim, Set Start Point and Set End Point.

Put the Start and End points where you want, and then publish that slice.
Undo, move the points to a different slice, and publish again.

For some reason it's working fine now and has been for ages, just at that time if I cut an entire project then opened the main one and pasted, it wouldn't let me. Thanks for offering help though.
