i read on the corsair website "Easy installation, zero maintenance.

You no longer need to invest into complex modular watercooling systems with half a dozen components to get serious CPU cooling performance. Each Hydro Series Liquid CPU Cooler is a sealed, closed-loop system that comes pre-filled and never needs refilling. Even the thermal compound is pre-applied. You'll be up and running in minutes." does this mean that when i re apply thermal paste when temps raise that i dont need to replace the liquid or clean out the pipes? (i am a complete noob to water cooling)

If you want water-cooling level of performance, complex loops with half a dozen components is what you need. a Closed Loop Cooler like a Corsair Hydro performs the same as an equivalent air-cooler. A H60 is equal to a Hyper 212 EVO, H100i is equal to an Noctua NH-D14, with the water-coolers clocking in at around $30 more.

The Hydro series doesn't need any maintenance other than dusting the rad, you don't have to re-fill it unless you decide to slice open the tubing yourself.
Thermal compound comes pre-applied on the CPU block, like all thermal paste its good for one use. If you have to...

That's what it means. However, if you really want the benefits of closed loop liquid cooling, I'd recommend starting from Corsair H100 or H100i, (granted you can fit it inside your system). Single radiator coolers, especially older ones like the H40 just aren't worth your time or your money. They're very easily bested by mid-range budget heatsinks in both performance and pricing.
