Virus? Computer locks up upon Startup

So my laptop seems to have a virus... This is what happens
When I start I go into the desktop but I cannot open any files no programs
I get no errors when double clicking programs... they just wont boot
Ctrl-alt-delete wont work... start button works and shutdown works
My computer... control panel etc will not work
the only way to open programs is to start on safe mode when I do I checked for start up programs and disabled everything but still on a regular boot nothing will open... any Ideas?

Hi
Since you can login using safe mode
you maybe able to creat a new user account then re boot

then at next bootup login using new account
if that works without problems

run AV software and anti malware software to clear up problem

If that does not work

download bootable anti-virus rescue CD image from one of major security vendors
Kaspersky rescue CD has been arround for many years
AVG and several others have them

Thanks for the suggestions but I already tried kaspery rescue and it found 3 viruses and they were cleaned but still no luck
also creating a new user account wont work... I am stuck to the choice of doing a fresh windows install

Have you tried doing a startup repair? This may help repair the system files that were affected by the virus.
