What version of windows are you using?
You have to check the "show updates" option in the add/remove programs section. Then you need to go through slowly looking for it, probably toward the middle or bottom.

Easiest way to find the IE 10 update (note that you have to be on Windows 7/Vista, 8 comes with it installed and you can't install IE9 or before on Windows 8) is to go to Uninstall a program in control panel. On the left side of the window that shows up there is an option to "View installed updates." Click on that, then sort the installed updates by name by clicking on "Name." Once the list is FULLY populated (can take upwards of a minute), scroll ALL the way down on the list. IE 10 is usually on the very bottom visible section, if not just start slowly scrolling up until you see it.
Good luck.
