Wierd Latency In Black Ops 2, even with great ping and connection

Hi everyone, I'm going nuts trying to find the source of the problem: I got great bandwidth, low ping, but other players see me way before I see them, resulting me in getting killed all the time. It's less then a second difference, but in only play that is CRUCIAL. I tried portforwarding, I stopped services that suck up network but I dont see any difference. I have a MI424-WR Rev. F router from Verizon FiOS, great connection but only in blackops do I have network problems.
 
Solution
It could be lag compensation. I stopped playing because of it but it could have changed since January when I last played. Google Black Ops 2 Lag compensation and you will find thousands of other people suffering from the same issue.

if you google "black ops 2 lag compensation PC" you get exactly what I'm going through. There seem to be some easy fixes but I've done them all. Port forwarding, UpnP, made sure I'm the only one connected to the network, ethernet directly to modem, super low ip, high bandwidth. What else could be the problem?

Those fixes never worked. It's part of the game used to give people with higher pings a better chance. The game basically tries to even out the pings but the people with better pings seem to suffer. Friends of mine still complain about it and rage when they get shot by guys bending bullets around corners.

Yea rubberbanding sucks, that might be why, I had a 30mpbs connection, dropped great scores, was probably getting lag compensated. I still don't understand though, many people I know have fiber optic and get even better connection, are they throttling down their upload? How do you do that?

Im not sure exactly how it works but its a mechanic of the game trying to create an even playing field. BO1 had dedicated servers and the problem was non existent. Now one of the players is the host of the game so to take away his advantage the game tries to sync the pings together. I personally try to avoid these types of games now and only play fps if it has a dedicated server.
