at your reso, all of the above will be able to play next gen games at high\very high settings.

anyways, go for evga supercloced acx.
evga is a good company with real good customer support, and acx version really helps it handle the heat.

You want any of those, better get a 1080p monitor first. Otherwise stick to something like GTX 650 Ti Boost.

The size of the monitor makes no difference whatsoever. Only the resolution. Any of those is capable of running games at 1080p resolutions, so get the best one you think you can afford. I would either get Gigabyte GTX 760 or EVGA GTX 760 ACX, probably with a decent 23 inch 1920x1080p Asus IPS panel monitor if possible.

MSI / Gigabyte GTX 770
Sapphire / HIS HD 7970
MSI / Asus / EVGA / Gigabyte GTX 760

Personally would probably get the Gigabyte GTX 770 as it fits quite snugly in the $400 budget and has a very powerful cooling solution.

GTX 760 it is then. Gigabyte still a a valid option but it comes with the older style cooler which is nowhere near the new one. Then there are Asus, MSI and EVGA. Out of this lineup I would pick MSI GTX 760 Gaming for its silence.
