Phanteks PH-TC14PE fans have stopped spinning.

Hi,

upgraded my CPU cooler with the Phanteks today and it was running ok. I read that I may have applied a little too much thermal paste so I re-installed the cooler after applying the thermal paste again. All seemed well.

However after a few hours during watching a video I noticed the fans have stopped stopped completely. I've tried rebooting, disconnecting and reconnecting the cables but no success.

Is the cooler faulty? Or is this a problem I can fix?

The fans don't come on at all, the CoreTemp readings seem to be wrong as they show between 0-10 degress and HWMonitor shows 45 degrees which was idle when the fans were spinning.

I don't want to risk running and programs that will load the CPU in fear of burning it out. It was my understanding that the fans would spin regardless of temperature at their lowest RPM.
