Go with the Big 3 - Asus, GB or the Rock, using full chipset, Z87, Z77, X79, P67...those will OC everything, but the main thing would be to decide on a CPU (if Intel and newer, a K model) and then check the mobos that have the appropriate socket, some of the lesser chipset may well OC well, some might not at all, with Intel if the mobo is limited to 1600 DRAM or lower then you don't want it...really need something to work with here for an intelligent answer, rather than the generics I'm laying out

The motherboard isn't the place to decide if your components can overclock. However, you should be careful and get a good motherboard with some good reviews. You can tell if an Intel processor is overclockable if it has a k at the end of the name (i5 3570k). As for the GPU and RAM, all gpu's are overclockable. Overclocking a GPU will shorten the lifespan if it doesn't have a very good cooling unit. Overclocking RAM isn't viable unless you really need the speed, and even then you need high frequency RAM. I have no idea how to tell how AMD CPU's are overclockable.
