Programs won't launch after cold boot

When I boot up (from cold) I can't open any programs (exe). I thought it was corrupt registry files so I downloaded a registry fix (from a reliable site, of course) and applied it. It worked for a little bit (or so I thought) but my pc is still doing the same thing. It looks like it's trying to open (there is a slight flicker) but it just stays that way and I have to reboot.

The odd thing is that when I boot up from cold, enter Windows and immediately restart my pc, it works fine. (That's why I thought it worked with the registry fix but I always restarted after that.) So it tells me it must be something to do with when Windows loads initially. Will you be able to point me in the right direction? Does it sound like a hardware or software issue? There are no viruses, malware, etc.

If your on windows, open "msconfig" and uncheck everything on the startup tab, reboot and try again. See if that work.s

Thank you for your swift reply. I've unchecked everything under the startup tab and rebooted my pc. It still does the same. Everything under the startup tab is still unchecked except NvCpl (RUNDLL.exe). I see that it is the Nvidia Control Panel Display Properties Extensions applet. It is also checked when I restart so that won't be the problem.

Update: I noticed that my pc didn't recognise the Windows XP cd on bootup. I reconnected my dvd drive's data and power cables and that seems to have resolved the issue. I have rebooted several times over the weekend and all my programs are running perfect. The bootup process is also much faster.
