Problem with PC starting up

I'm currently building a rig out of 1-2 yr old parts but it refuses to start up. When I press on the power button the CPU Fan sometimes jiggles. Help!!!

Try starting the board outside the case with only CPU and CPU fan installed. If the fan is not spinning, then it might be a power supply or a motherboard issue.
Test the power supply using the paperclip.
