No, DirectX 11.2 cannot be made to work on a standard DirectX 11.0 GPU. These are hardware-enabled features, not software-enabled features.
Some of the features of even DirectX 11.1 don't work on the 600/7000 series GPUs and the Nvidia 700 series is the first to implement full 11.1 support. 11.2 won't come until the next round of GPUs.
any clarification can point to this? afaik cards like GTX770 still based on GK104 which have some DX11.1 element not related to gaming being left out from the chip. not sure if GK110 fully support DX11.1 either. i expect the design should be similar to GK104 in regards to DX11.1 feature. AMD 7000 have all DX11.1 feature incorporated into the chip so it should have no problem to support any DX11.1 feature.
anyway is there anything new for 11.2 other than that Tiled Resource stuff? actually i'm a bit confuse about this Tiled Resource stuff.

so that might point related hardware must exist to use Tiled Resource although in the past something similar to it can be done fully in software

nvidia states that their current gpu able to use Tiled resource. does it mean it doesn't need specific hardware to use the feature? also what is the difference between nvidia bindless texture and tiled resource?
