If it's a normal PCIe X1 slot, the video card physically won't fit into it. I think there are some boards with open-ended short pci-e slots, but even if the card is operable in such a slot, the bandwidth could be enough lower than an X8 or X16 slot to adversely affect performance.

Solution
Yes by using a mini PCI-E to PCI-E x1 adapter, then a PCI-E x1 to PCI-E x16 riser, but the card's performance will be limited by a lot due to very low bandwidth, plus x1 slot won't give enough power for cards that doesn't need extra power from 6pin/8pin PCI-E power cable.
