Homebuilt PC crashes at shutdown.

I've been using this computer that I built about 2 years ago and it's ran with no problems, but this past week I've noticed that every time I go to shut it down it never does. It freezes at the blue screen (Not a BSOD, http://imgur.com/OGuEq1r) and the tower fans still run. I've searched around on solutions but nothing seems to work. Thanks in advance.

PC Specs: AMD Phenom II X4 955 Processor 3.20 GHz
4 GB of Corsair RAM
64 bit Windows 7
AMD Radeon HD x6850

Can you run a chkdsk:x /f/r, where X is the OS drive/partition. Reboot and let it do it's thing.
Also, run a disk clean up and a defrag. If that does not work:
You could do a repair-install of the OS - launch the OS installation, then select to repair an existing installation. You will lose the OS updates, but not the programs you have installed. You'll need the OS install media and of course the OS key.
