GTA IV shuttering

Hello. When I'm playing GTA IV multiplayer and singleplayer I get these weird camera shutters, but the problem is that FPS is constant 60. It usually happens when driving around with car (especially at multiplayer race modes) and it is very noticable. I have few commandline commands put in because the game dosen't detect my 3GB GPU memory correctly and these commands fixes it.

These are my commandline commands that I'm using in-game:
-memrestrict 681574400 //Makes game think that I have more GPU ram (or something) and now I can max out the game.
-restrictApp 0 // IDK what this actually does, but before the command I already had these cam lags too, so this command shouldn't be causing them.
-refreshrate 60 // Caps the FPS at 60 because VSync is off (hate input lag).
-framelimit 1 // Self-explanatory.

Here is my rig:
Case: Cooler Master Elite K(night) 350, Black,
PSU: SEASONIC S12 II, 620W, 80+ BRONZE ,
Motherboard: Asus Z87-K,
CPU: Intel Core i5-4670K (3.4GHz, 6MB Cache, LGA1150),
RAM: CORSAIR VENGEANCE BLACK, 8GB, DDR3, 1600MHZ, CL9, KIT OF 2, LOW PROFILE,
GPU: Asus Radeon HD7950, 3GB, GDDR5, DirectCU II V2,
HDD: Seagate 1TB, 7200rpm, 64MB, Sata III, Barracuda.

BTW, the game is running steam version and game isn't modded.

Solution
Before trying any of these,do take a backup of your entire game folder.I am not saying that they will fix your game for sure,but you can give them a try. :)
1)Try reducing view distance and detail distance to 50.
2)Try running contig.exe [it's a Microsoft tool],although this may/may not work.
3)Turn off/delete frameratelimit 1 in commandline .txt for this forces the game to run at the default refresh rate of your monitor,which I am assuming is 60 Hz since you wrote the game runs at 60 FPS with frameratelimit 1.Also,instead of running with command line parameters,create a file commandline with extension .txt in your root folder.
4)Turn shadows to very high instead of ultra.
5)Set the display resolution at the maximum your monitor is...

GTA IV is pretty terrible when it comes to optimization. It barely runs well on anything.

Make sure to crank up the settings to high/ultra. It should actually make the game run smoother.

Settings are already set on Ultra.

I think you've done pretty much everything that there is to do. As I said, the game is poorly optimized. Some specific PC configurations seem to run it better than some, even if the other PC is much more powerful.

You can try turning off Night Shadows, and see if that helps.

Nope, unfortunatlly that didn't help. I guess the game is just horrible port.



Yes, I am running Windows 7 64bit.

6)Turn off the restrictapp0 thing if you do not notice any difference in your game's performance with it.
7)Try turning off refresh rate 60 and running the game.If the results do not appear good,turn it back on.
8)Turn on Definition in the game's graphics settings menu.
9)Try turning on the High performance power profile in your Computer's control panel if it does not cause any conflicts/crashes.
10)I use the following in my commandline.txt file-
-novblank
-norestrictions
-nomemrestrict
-availablevidmem 2 [I have a 1Gb Graphics card].
-percentvidmem 100
-fullspecaudio

Nothing else .:)
11)If all else fails ,try re-installing the game ,though this should be your last resort..

Currently I can't access my computer because on summer I'm constantly visiting other people, etc. Most of these things you wrote I already have tried but with no luck, still there are some things that I haven't tried out and let's hope I'll be more lucky this time.
